How long are you supposed to keep mascara primer on for before applying mascara?

i usually use mascara primer everyday before i apply my actual mascara, but ive never really known how long to keep the actual primer on for. are you supposed to keep it on for several minutes so it can dry? or are you supposed to apply mascara right away while the primer is still wet?
